Constitution
Article I Name
This organization shall be
known as LAKE TRAVIS YOUTH ASSOCIATION/BASEBALL, and will be doing business as
(DBA) LT Baseball or Lake Travis Baseball.
Article II Objective
Lake
Travis Youth Association/Baseball is sanctioned by and supported by the Lake
Travis Youth Association (LTYA). The Lake Travis Youth Association is an
all-volunteer, nonprofit organization created in 1978 to provide safe,
supervised recreational activities. The objective of the LTYA is to provide
sports activities designed to build character, sportsmanship and good
citizenship for all the children in the Lake Travis area. Activities of the LTYA
are open to all citizens of the Lake Travis Independent School District
geographic area. The Lake Travis Youth Association/ Baseball has been organized
to meet the following objectives:
Lake
Travis Youth Association/Baseball (LTYA/B) seeks to protect our nations youth
by implanting in the youth of this community ideals of good sportsmanship,
courage obedience, loyalty, truth and reverence so that they may be finer,
stronger and happier young people and grow to be good, clean, healthy adults.
This objective will be reached by providing supervised, competitive athletic
games. The supervisors shall bear in mind always that the attainment of
exceptional athletic skills or the winning of games is secondary. The molding
of future citizens with an understanding of teamwork and sportsmanship is of
prime importance.
Article III Government
A.
The government of Lake Travis Youth Association/Baseball shall be under
the direct supervision of the Board of its Directors and each sub-leagues
operating board.
B.
The executive committee shall consists of a President, 1st
Vice-President, 2nd Vice-President, a Secretary, a Treasurer, Parent
Auxiliary Director, Equipment Director, Field Director, Umpire Director, and
Marketing Director.
C.
The Board of Directors shall consist of the members of the Executive
committee, the commissioner of each sub-league as defined by the LTYA/B Bylaws
and the Parliamentarian.
D.
The operating board for each sub-league shall consist of any number of
additional members representing that league.
1.
If a sub-league has more than one facility then each facility shall be
represented by a facility board.
E. An annual
organizational meeting shall be held after the end of the regular playing season
and before June 15th of the current year to elect members to the Board of
Directors. These officers shall hold office for a two (2) year term with
elections on even numbered year but are eligible for re-election: LTYA/B 1st
Vice-President, LTYA/B Treasurer, LTYA/B Parent Auxiliary Director, LTYA/B
Equipment Director, LTYA/B Marketing Director. These officers shall hold office
for a two (2) year term with elections on odd numbered years but are eligible
for re-election: President, LTYA/B 2nd Vice President, LTYA/B
Secretary, LTYA/B Field Director, LTYA/B Umpire Director. Any officer leaving
office prior to the fulfillment of their elected term, the Board will open
elections for those offices for a one year unexpired term only.
Each LTYA/B sub-league operating board shall be selected by that sub-league
commissioner with approval by the LTYA/B Board of Directors.
F. Any person
wishing to serve on the Executive committee must first serve one year on the
Board of Directors.
G. Any person
wishing to serve on the Board of Directors must first serve one year on the
operating board.
H. All matters of
policy shall be decided by a majority vote of a quorum of the Board of
Directors. A majority of the Board of Directors shall constitute a quorum at a
meeting.
I. Roberts Rules
of Order revised shall govern the proceedings of all meetings except where same
conflicts with the Constitution or Bylaws of LTYA/B.
Article IV
Organization
Lake Travis Youth
Association/Baseball shall be organized into sub-leagues as defined below.
Within each sub-league any number of playing facilities will be allowed to be
utilized. The sub-leagues are:
Shetland
League 5 and 6 years old
Pinto
League 7 and 8 years old
Mustang
League 9 and 10 years old
Bronco
League 11 and 12 years old
Pony
League 13 and 14 years old
Colt
League 15 and 16 years old
Palomino
League 17 and 18 years old
Within each sub-league the
regulations and rules applicable to that sub-league will be defined by the Board
of Directors retaining supervision rights to insure that the intent of LTYA/B is
fulfilled.
Article V- Membership
A.
Any person meeting the requirements of age and residence as set forth in
the LTYA/B Bylaws and Playing Rules shall be eligible for participation in
LTYA/B leagues.
B.
Parents and/or guardians of players, team sponsors, other contributors,
managers, coaches and other volunteer leaders shall be eligible for membership
in LTYA/B.
C.
Any person having an active interest in LTYA/B may become a member or an
honorary member by action of the Board of Directors.
Article IV Discipline
A.
Discipline of any member, manager, coach, player, league official, umpire
or other person whose conduct in any aspect is detrimental to the best interest
of LTYA/B shall be governed by the Bylaws and Playing Rules of LTYA/B.
B.
Discipline as outlined in the LTYA/B Bylaws and Playing Rules shall be
defined and administered by the LTYA/B Board of Directors.
Article VII Financial
Policy
A.
The LTYA/B Board of Directors shall decide all matters pertaining to the
finances of LTYA/B and its sub-leagues bearing the responsibility to conduct the
financial affairs of the organization using sound business practices.
B.
To equalize the benefits of all participating sub-leagues and teams
solicitation of funds shall be for the treasury of LTYA/B and contributions to
individuals or teams shall be discouraged.
C.
UIL (University Interscholastic League) rules and regulations will be
adhered to within the LTYA/B financial and eligibility policy regarding teams
and players.
D.
The Board of Directors shall institute a policy for the preparation and
acceptance of an annual budget, which will be prepared by August 15th.
Periodic and annual presentations of financial reports and an annual audit of
the official records of LTYA/B will be required. The annual budget will be
submitted to the Lake Travis Youth Association Board of Directors no later than
September 15th.
Article VIII
Affiliation
A.
LTYA/B shall apply each year for a certificate of membership in the
nationally approved youth baseball organization known as PBI (Pony Baseball
Inc.) for each of its sub-leagues and for each facility as applicable.
B.
Playing of league games shall be according to the Bylaws and Playing
Rules as adopted by the Board of Directors of LTYA/B for each playing season.
Article IX Amendment
This Constitution and
By-laws or any section thereof may be amended or repealed by a 2/3rds majority
of the LTYA/B Board of Directors, provided that the written notice of such
proposed change shall be delivered to each member of the board at least seven
days prior to meeting, at which time such proposed changes shall be submitted to
a vote. Prior to the actual vote, each member shall be allowed three
uninterrupted minutes to discuss his or her position on the issues.

Bylaws
Article I Meetings
Section 1
Regular meetings of the
LTYA/B Board of Directors shall be held each month during the fiscal year at a
time and place to be determined. Working meetings or season preparation
meetings will be determined by the Board of Directors and attendance will be
required by all Board members. Special meetings may be called by the LTYA/B
President or at the request of not less than three members of the LTYA/B Board
of Directors. Notice of these meetings and the nature of business to be
transacted at these meetings must be given to all members of the LTYA/B Board of
Directors at least twenty-four hours before the meeting.
Section 2
Attendance by LTYA/B Board
of Directors members is mandatory at all scheduled meetings. LTYA/B Board of
Directors members unable to attend for any reason should contact the LTYA/B
Secretary or President before said meeting. Members of each sub-league
operating board are allowed to attend but it is the responsibility of the
sub-leagues commissioner to notify them of the meeting.
Section 3
The Executive committee
retains the right to remove any LTYA/B Board of Directors member or sub-league
operating board member whom they feel is not actively participating or
performing the duties of his/her elected position by a majority vote of the
Executive committee members present at a meeting scheduled for that purpose.
All LTYA/B Board of
Directors will be required to attend a minimum of ten (10) monthly scheduled
meetings each year to remain on the Board.
Article II Discredit or Disloyalty to the
League
Section 1
Any LTYA/B board member,
manager, coach or business manager found guilty of discredit or disloyalty to
LTYA/B or its members in such a manner as to bring discredit or harm to the
organization shall be discharged by the majority vote of the LTYA/B Board of
Directors. Roberts Rules of Order shall govern these proceedings and under no
circumstance will children under the age of sixteen be permitted at such
meetings. If a child under sixteen is involved, he or she must have
representation by an adult over twenty-one years of age.
Section 2
Under no circumstance shall
any member of LTYA/B use the name of the league without prior knowledge and
approval of the LTYA/B Board of Directors.

Article IV Reports
Section 1
Any report, recommendation,
question and/or complaint regarding a LTYA/B member or matter should be directed
to the respective LTYA/B sub-league commissioner who will take the necessary
steps to resolve any question or complaint and any complaint shall also be
brought to the immediate attention of the party the complaint is brought
against.
Section 2
Any unresolved complaint
shall be brought before the LTYA/B 1st Vice-President or 2nd
Vice-President.
Section 3
If any question or complaint
is still unresolved, all unresolved complaints shall be brought before the
LTYA/B Executive committee and/or board within twenty-four hours after receipt
by the LTYA/B President.
Section 4
Any decision made by the
LTYA/B Board of Directors will be final and binding.
Article V Fiscal Year
Section 1
The fiscal year shall be
from June 16th through June 15th of the next year.
Article VI Eligibility Rules
Section 1
Any player who meets the age
and residency requirements for each sub-league will be eligible to play baseball
within LTYA/B.
Section 2
LTYA/B shall be divided into
sub-leagues by age groups as defined in the constitution and playing rules.
Section 3
Verification of eligibility
of players is the responsibility of the 1st Vice President,
Sub-league commissioner and the assigned board member in charge of registration.
Article VII Selection of Team Managers
Section 1
The LTYA/B 1st
Vice President, along with the respective LTYA/B sub-league commissioner shall
be responsible for the recommendation and selection of all team managers and all
coaches for teams within LTYA/B. Managers returning to their teams within the
sub-league is expected unless the manager has violated LTYA/B Bylaws. However,
the LTYA/B 1st Vice President along with the sub-league commissioner
may propose to the board that a returning manager not be granted a second year
with their team. This would be for special circumstances but does not
necessarily require violation of LTYA/B Bylaws. This special circumstance
requires a 2/3s majority vote of the entire board. Prospective managers
for teams without returning managers can apply for consideration to the
sub-league commissioner. Selection of a prospective new manager will be by: 1.
Knowledge of the game and ability to teach necessary skills. 2. # years service
in LTYA/B. New managers will draw blind for available teams. Their
selection is subject to the approval of LTYA/B Board.
Section 2
A.
At the end
or the regular season team managers and coaches must sign a letter of intent to
continue as manager or coach of their team within LTYA/B sub-league or a letter
of intent to release the team he was managing or coaching. As soon as the new
board has been elected, the sub-league commissioner must verify whether or not
the letter is still valid. This gives the managers and coaches a small window
of opportunity to withdraw their letters. A withdrawal letter must be sent for
documentation within 10 days.
B.
Vacant or disbanded teams shall be designated as those teams that have no
returning manager or 1st assistant coach from the preceding year.
1. All players on a vacated or disbanded team
within the sub-league must stay together as a team. The sub-league commissioner
must find a replacement manager or coach as stated in the Bylaws.
Section 3
Within one week of final
registration and prior to tryouts, each sub-league commissioner shall fill each
vacant spot within their sub-league with team managers according to seniority.
Seniority will be credited as follows:
A.
Individuals who participate as LTYA/B board members and as LTYA/B
managers or coaches shall be given credit for both activities.
-
Board of Directors
members shall be credited for 1 year for each complete year as a Board of
Directors member.
-
Operating board members
will receive � year credit for each complete season as an operating board
member.
-
Team managers shall be
credited one year for each complete season as a team manager.
-
Assistant coaches shall
receive � year for each complete season as an assistant coach.
-
Seniority points will be
given for only one team even if multiple teams are coached.
-
Fall ball participation
shall receive � year credit towards seniority.
Section 4
A.
All team managers and assistant coaches in LTYA/B must be 21 years of age
and must be of good moral character.
B.
Penalty for an ineligible coach will be reviewed by the commissioner of
the sub-league involved and/or the Board of Directors.
C.
LTYA/B team managers shall be responsible for the conduct of their
assistant coaches, their players, and their fans at all times. Normal
excitement and involvement in the games is encouraged. If a problem arises, the
team manager shall be warned once. The second time a problem arises, or if the
same problem continues, the umpire shall have the right to eject any individual
and/or forfeit the game. The intention of this rule is to allow the players to
participate and play the game to the best of their abilities.
D.
LTYA/B team managers shall be responsible for all equipment issued to him
or his team by the LTYA/B equipment director or his representative. He shall
return such items in as good a condition as when received except for normal wear
and tear. Equipment shall be returned to the respective LTYA/B sub-league
equipment manager following the completion of the teams final regular season
game. The sub-league equipment manager must then return all teams equipment to
the LTYA/B Equipment Director within 2 weeks of the end of the regular season.
This equipment will be issued to the team manager or his representative before
the start of the spring season. When the team manager or his representative
picks up the equipment, he must sign for the equipment and leave a $100.00
deposit check that will be returned when he returns his equipment is acceptable
order.
E.
LTYA/B team managers shall be responsible for keeping himself and all
members of his team informed of league happenings, rule changes, schedule
changes, rain out schedules and etc.
F.
LTYA/B team managers and their assistants shall dress in a manner
befitting their positions. Unsightly dress such as ragged cut-off, no shoes or
shirts, etc., will not be allowed.
G.
Both team managers for the first game shall be responsible for preparing
the playing field. Both team managers for the last game shall be responsible
for putting up the bases and other equipment as necessary and turning off the
lights.
H.
Before each scheduled game or make-up game, the team manager or his
representative shall prepare a lineup card and turn it in to the official
scorekeeper. The lineup card shall contain the first and last name and uniform
numbers of all players on the team roster. If a player is not eligible for the
game, the reason will be noted on the lineup card.
I.
Each team shall be allowed no more than one manager and 2 assistant
coaches.
J.
LTYA/B managers and assistant coaches can participate on more than one
team within the LTYA/B. A person can only manage (head coach) one team within
the LTYA/B in a season.
K.
Any member of the LTYA/B Board of Directors will be eligible to manage a
team during the regular season within any of the sub-leagues within the LTYA/B,
except the President. Any member of the LTYA/B Board of Directors will be
eligible to assist on a team during the regular season within any of the
sub-leagues within the LTYA/B. The only exception is that Commissioners of
sub-leagues cannot manage in the same sub-league he has responsibility over.
Article VIII Protest
Section 1
No protest will be allowed
on a judgment call or the quality of an umpire. Rule interpretations are the
only basis for protest.
Section 2
The protesting manager must
present the protest in writing to any LTYA/B board member within 48 hours after
the game in which the protest occurred. When a protest is upheld by the LTYA/B
commissioners board, the game shall be played from the point of protest.
A.
The protesting manager, the opposing manager, the umpire in question and
the umpire representative will have the opportunity to come to the protest
meeting but are not required to do so.
Section 3
The LTYA/B commissioners
board shall consist of all LTYA/B sub-league commissioners and the 1st
Vice-President.
A.
There shall be at least 3 sub-league commissioners who are not involved
in the respective sub-league or involved in the protest at the protest hearing.
B.
The LTYA/B commissioners board will rule only on those cases that have
been appealed to them by involved individuals and will not rule on any other
matter.
Article IX Disciplinary Actions
Section 1
The LTYA/B Board of
Directors shall retain the right to remove, suspend or otherwise discipline any
LTYA/B manager and/or coach who is not qualified or whose conduct has proven
detrimental to LTYA/B. Any alleged infraction shall immediately be brought to
the attention of those involved and a hearing should be scheduled to determine
the facts of the incident.
Section 2
The failure to comply with
the playing rules outlined in each LTYA/B sub-league could result in the
suspension of the team manager and upon repeated offenses at the discretion of
the LTYA/B Board of Directors the suspension or replacement of the team manager
and/or coaches.
Section 3
If any LTYA/B team manager,
coach or player is ejected from a game, that individual is automatically
suspended from participating in his next scheduled game. The umpire must notify
the sub-league commissioner that the suspension/ejection was for unsportsman
like conduct.
A.
This notification by the umpire must be noted in the score book.
B.
When an individual, manager, coach, player, or fan, is ejected or
suspended from a game, he/she shall leave the park area. He/she must view the
game from the parking lot as a minimum, but will not participate in the game in
any manner whatsoever.
Section 4
If a situation is not
specifically covered by these rules, a ruling must be made by the LTYA/B Board
of Directors.
Section 5
The penalties that will be
imposed by the LTYA/B Executive committee and/or board are as follows:
A.
Warning the offending person is to be advised in writing of the offense
and further advised that repetition of this offense will result in a more severe
penalty. Notification in writing by the secretary.
B.
Suspension the offending person is to be advised in writing that he or
she has been suspended from all league activity for a specific number of games
or day. Notification in writing by the secretary.
C.
Dismissal the offending person is to be advised in writing that he or
she has been dismissed from the league for the remainder of the current year.
Notification is writing by the secretary.
D.
Barred the offending person is to be advised in writing that he or she
has been barred from present and future participation in the league either
permanently or for a specific number of years. Notification in writing by the
secretary.
Section 6
Disciplinary hearings will
be conducted only by the LTYA/B Board of Directors and will be held behind
closed doors. Minutes of such meetings are not subject to review by any
individual unless all participants agree in writing to the release of those
minutes.
A.
All individuals that are involved or wish to comment on a situation will
be heard by the LTYA/B Board of Directors individually. Individuals who appear
before the LTYA/B Board of Directors are subject to questioning by the LTYA/B,
Board of Directors.
Article X Organization
Section 1
LTYA/B shall be organized
with the LTYA/B Board of Directors acting as the primary regulatory authority.
A.
Each LTYA/B
sub-league will have a publicized operating board for that sub-league by
February 15.
Section 2
The organization of the
various boards and their functions shall be as defined below:
A.
Each LTYA/B sub league operating board will be appointed by the
respective LTYA/B sub-league commissioner at time and place approved by the
LTYA/B Board of Directors. Along with the duties outlined below, the LTYA/B
sub-league operating board will have at least one representative present at all
games who will be designated as the Board Member On Duty, or BMOD.
1.
Sub-league Commissioner
He or she is responsible for
the overall organization, scheduling and general operation of the LTYA/B
sub-league as outlined in the guidelines and policies established by the LTYA/B
Board of Directors and will report to the LTYA/B 1st Vice-President
as required.
2.
Sub-league Manager Representative
He or she is responsible for
working with managers and coaches to solve problems that occur and to oversee
the playing and practicing atmosphere with the welfare of the coaching staff in
mind, and will report to the LTYA/B sub-league commissioner and to the LTYA/B 1st
Vice-President as required. Manager Rep can be a manager from the sub-league if
receives unanimous/majority vote of all managers in the sub-league.
3.
Sub-league Player Representative
He or she is responsible for
working with players, parents and/or guardians to solve problems that occur and
to oversee the playing and practicing atmosphere with the players welfare in
mind and will report to the LTYA/B sub-league commissioner and to the LTYA/B 1st
Vice-President as required.
4.
Sub-league Umpire Manager
He or she is responsible for
working with any problems occurring with umpires and scorekeepers. Scheduling
umpires and scorekeepers for games and rainouts along with documenting work
schedule for payment purposes as well. Umpire Rep. will work closely with the
commissioner on scheduling for games. Will report to the LTYA/B Umpire
Director, and Commissioner and the 1st Vice-President.
5.
Sub-league Parent Auxiliary Manager
He or she is responsible for
coordinating and setting the schedule to provide adequate staff for concession
stand and Carnival/fundraisers through the teams and their team Moms. Work
with the Commissioner, LTYA/B Parent Auxiliary Director, LTYA/B Treasurer,
Marketing Director and 2nd Vice-President to solve any problems that
occur.
6.
Sub-league Field Manager
He or she is responsible for
evaluating, solving or helping to solve any problems with the maintenance of the
sub-league field and facility and will report to the LTYA/B Field Director, the
Commissioner and the LTYA/B 2nd Vice-President.
7.
Sub-league Equipment Manager
He or she is responsible for
helping with the issuing, control and maintenance and any problems that arise
out of such with the league supplied equipment and will report to the LTYA/B
Equipment Director, Commissioner and the LTYA/B 2nd Vice President.
B.
The LTYA/B Commissioners Board will consist of the LTYA/B sub-league
Commissioners and will report to the 1st Vice-President.
1.
This board will decide all protests either referred and/or appealed to
the LTYA/B commissioners board. The LTYA/B commissioners board will not
discipline any individual but may recommend disciplinary action to the LTYA/B
Executive committee and/or board.
2.
All decisions made by the commissioners board will be final in regards
to protests.
3.
In regards to protests, the 1st Vice-President of LTYA/B will
be a part of this board, chair the committee and will vote only in the case of a
tie.
Section 3
The LTYA/B Board of
Directors will be responsible for the operation and maintenance of all LTYA/B
assets and facilities.
A. LTYA/B President
He or she is responsible for
the overall operation of LTYA/B and will act as a representative of LTYA/B in
all actions involving LTYA/B and to the LTYA. The outgoing President shall
automatically become Parliamentarian. During meetings, he or she communicates
directly with the President regarding parliamentary procedures. This is a
non-voting position.
B. LTYA/B Parliamentarian
He or she is responsible for
the parliamentary procedure during the meeting. He or she communicates directly
with the president regarding questions of parliamentary law and procedure. This
position is a non- voting position.
C. LTYA/B 1st
Vice-President
He or she is responsible for
all personnel involved and operations or the LTYA/B programs.
D. LTYA/B 2nd
Vice-President
He or she is responsible for
all facilities and equipment either owned and/or leased by LTYA/B.
E. LTYA/B Secretary
He or she is responsible for
documentation of all activities and actions sanctioned by LTYA/B, for
maintaining all pertinent records of LTYA/B and for publishing all activities of
LTYA/B.
F. LTYA/B Treasurer
He or she is responsible for
all funds generated, received and expended by the LTYA/B programs, preparing and
submitting all financial reports as required by the LTYA/B Board of Directors or
Lake Travis Youth Association Board of Directors and/or by external city, state
and federal agencies. A financial report will be required for each scheduled
monthly meeting.
G. LTYA/B Parent
Auxiliary Director
He or she is responsible for
the operations and maintenance of all LTYA/B concession stands. Will work with
the LTYA/B Sub-League Commissioners and will report to the Treasurer as
required.
H. LTYA/B Equipment
Director
He or she is responsible for
the evaluation/purchasing, control, issuance and maintenance of all LTYA/B
playing equipment and supplies. He or she will work with the sub-league
equipment managers and will report to the LTYA/B 2nd Vice-President,
and Treasurer as required.
I. LTYA/B Field
Director
He or she is responsible for
the maintenance and upkeep and purchases of all supplies necessary for the
LTYA/B fields and facilities. He or she will work the sub-league field managers
and will report to the LTYA/B 2nd Vice President as required
J. LTYA/B Umpire
Director
He or she is responsible for
acquiring and monitoring all umpires and scorekeepers used by all LTYA/B
leagues, that includes verifying games worked and payroll. He or she will work
with the LTYA/B sub-league umpire manager and will report to the 2nd
Vice-President and Treasurer as required.
K. LTYA/B Marketing
Director
He or she is responsible for
acquiring sponsors and all fund raising activities of LTYA/B. He or she will
work the Parent Auxiliary Director, 2nd Vice-President and Treasurer
as required.
Article XI League Representation
Section 1
Each LTYA/B
sub-league will assign members of the LTYA/B sub-league operating board to
represent LTYA/B at all sub-league regularly scheduled or make-up games played
at LTYA/B controlled facilities. This individual will be known as the board
member on duty and shall represent LTYA/B in any and all decisions required
while he or she is designated as the board member on duty.
Section 2
The LTYA/B Board
of Directors will have one member present somewhere within the park during
regularly scheduled or make-up games within the LTYA/B programs.
Section 3
The
responsibilities of the board member on duty are as follows:
A.
Determine that the sub-league fields are playable or declare a rain out
or postponement as required to the game officials and team managers. If there
is a rain out, all the appropriate people should be notified in an appropriate
manner as quickly as possible.
B.
Insure that all game officials, such as, umpires and scorekeepers have
arrived and or ready for play to begin.
C.
Insure that all concession stand personnel have arrived and are ready for
business.
D.
Observe playing field activities and serve as a witness in the event of a
protest.
E.
Observe all activities on or off the playing field to enforce all rules
established by LTYA/B and to aid the umpires as requested.
F.
Insure that all LTYA/B and sub-league equipment and facilities are
secured after the ball game or games have been completed.
G.
Make sure all participants and workers have left the ball field (s).

Turn out the field light.
Section 4
The board member
on duty has the authority to take whatever actions which he or she deems
necessary for the safety and well being for those persons in attendance and
insuring that the bylaws of LTYA/B and the sub-leagues rules are followed.
Section 5
It is the
responsibility of the board member on duty to insure that LTYA/B and the
sub-league has a qualified representative on duty on those days assigned to him
or her when unavailable personally.
Section 6
The board member
on duty should have no other scheduled activity to fulfill during his or her
scheduled time.
Article XII -
Restrictions
Section 1
LTYA/B is formed for
charitable and educational purposes and will operate in such a manner that no
income will be paid to any member as an officer or director or manager.
Section 2
LTYA/B will not intervene in
any political elections nor oppose or support any candidate for political
office.
Section 3
LTYA/B will not
intentionally engage in any activity other than for charitable and educational
purposes.
Article XIII Sponsors or Benefactors
A.
LTYA/B shall be sponsored only by those organizations, firms, companies
or individuals whose activities, products and/or services are not detrimental to
the welfare of youth.
B.
No firm or company whose advertising reflects the sale of alcoholic
beverages, tobacco, illegal drugs or any drug paraphernalia products will be
permitted to sponsor in the LTYA/B or will be permitted to display any form of
such advertising in connection with any LTYA/B sub-league or any of its
sanctioned teams or events.
C.
All sponsors and benefactors are subject to approval by the LTYA/B Board
of Directors.
D.
The LTYA/B Board of Directors may refuse or revoke any sponsorship or
donation.
Article XIV - Dissolution
Section 1
In the event that LTYA/B
ever liquidates or otherwise terminates operations, any assets remaining after
satisfying liabilities will be donated to an Board of Directors approved charity
or to a community youth oriented organization provided that any recipient of
assets be exempt from Federal Income Taxes under the provisions of Section 501
3C of the Internal Revenue code.
Article XV League Playing Rules
The LTYA/B Board
of Directors and the respective sub-league commissioner shall adopt a written
set of league exceptions to playing rules for each sub-league and distribute
these to team managers once teams have been drafted and before team practices
have commenced.
